HMICFRS rates Merseyside Police 'Good'
in Peel Report
HER Majesty's Inspectorate
of Constabulary and Fire and Rescue Services (HMICFRS) undertakes annual
inspections of all forces in England and Wales into Police effectiveness,
efficiency and legitimacy (PEEL). HMICFRS has published the PEEL Efficiency 2017
Inspection report for Merseyside Police. This report considers the extent to
which the force is making best use of its resources to ensure it is efficient at
keeping people safe and reducing crime, how well the force understands demand
and how well it uses its resources and plans for the future.
HM Inspector of Constabulary Mike Cunningham said the report for Merseyside
Police found that:- "Merseyside Police continues to be assessed as 'good'
in the way it matches the demand on its service with the skills of its people,
and in its financial planning. It has sound financial plans in place and is on
track to meet the savings required. Additionally, the Force is doing a good job
in developing future leaders and welcomes ideas from across its workforce and
ensures these are responded to. In the next year I'd like to see it extend its
analysis of staff skills to the entire workforce and continue to promote its
response to innovative ideas. Merseyside Police has an up to date and
comprehensive assessment of the demand for its services, including measures in
place which will help it identify crimes which are frequently under reported. It
is adept at using its resources flexibly, especially when planning for major
events. The force is in a collaboration which is investing in IT services which
will enable efficient information sharing across the three forces; If successful
this model should serve as a template to other forces."
In addition to HMIC's overall judgment of Merseyside Police being good, the
force was also graded as good at:-
► Understanding the demands for its services.
► How it uses its resources.
► Planning for the future.
Following publication of the Peel Assessment Deputy Chief Constable Carl Foulkes
said:- "In every decision we make as a force, we put our communities first
and we are fully committed to providing the best possible service we can,
despite reductions in Police Officer and staff numbers and continuing funding
challenges. In this context, I'm particularly pleased that for the 3rd year
running, we have been judged by HMIC as being good overall with regards to the
efficiency with which we keep people safe and reduce crime. Our Officers and
staff work extremely hard day in day, day out, and the assessment of good
overall and across all the categories considered during the inspection is
testimony to their hard work and reflective of the Force's commitment to keeping
our communities a safe place to live, work and visit."
Tenerife Government announces proposal
to maintain freedom and movement with Britain post-Brexit
THE president of the Island
of Tenerife, Carlos Alonso, has announced that Tenerife and the Canaries are
leading a bid to maintain the freedoms between the islands and Britain post
BREXIT. The proposal will negotiate with both the Spanish and the EU Government
to ensure a deal is struck that will provide special conditions for the
Canaries, since it is an autonomous state from Spain.
The president explained:- "The aim is to maintain the existing conditions
and relations between the Canaries and the UK and therefore exclude the Canaries
and Tenerife of the effects of BREXIT. With the Canaries already benefiting from
special measures and exemptions in EU policies, including agricultural policies,
fiscal policies and commercial policies, because we are a small territory, very
far from the mainland. Our bid will maintain free movement, trade, services and
capital between the island and Britain, post Brexit and allow the islands to deal
with the UK as a 3rd party country."
The President also stated that as the British market is the largest source of
tourism for the island, the Canary Government, especially Tenerife, would like
to maintain:- "the fruitful relations with our British friends, based on
the strong historical linkages and in a rich social and economic relation which
we want to reinforce in the future."
Based on the specific provisions included in the EU treaty benefiting the
outermost regions, the President continued to explain:- "we are asking
that we be able to maintain the current framework we have with the UK, with free
movement of goods, of services (including tourism), of people and of capital,
which is in the mutual interest of both parties."
And so, they will start the process to submit their plans, to both the Spanish
Government and European institution to maintain their current deal with Britain.

Northern Homeowners Most Family Focused
NORTHERN homes are hubs of
family and socialising a new study has revealed, with ½ of Northerners living
less than 10 miles from their 1st childhood home. Commissioned by
Origin, manufacturer of bespoke aluminium bi-folding doors, residential doors
and windows, the study found that when it comes to what makes a happy home,
residents of the North prioritise community, family, and sociable living areas,
over privacy and storage space.
In fact, residents of the North focus more on family than any other region, with
56% saying they would prefer their children to live in the same town. A further
56% said the same about their mother, whilst 15% said they wanted to live in the
same area as their grandparents.
Similarly, when moving to their ideal home, Northerners are most likely to want
close friends living in their area, and neighbours they can rely on. More than
two thirds say they'd like 2 or more close friends living on their street,
whilst Northern homeowners would want to be on 1st name terms with five
neighbours, on average, and able to rely on 4 at a moment's notice, the highest
in the country.
Those living in the North are the second most likely region in the country to
prioritise socialising when planning their ideal home. These homeowners want the
second largest increase in space for socialising when comparing their current
home to their ideal home.
Northern residents also favour rooms that provide a social or family function.
They are least keen on a study, pantry or cloakroom, but most likely to want a
dining room, big living room, hot tub or sauna, along with a laundry room, and
somewhere to hang the washing. They are also the second most likely to want a
football pitch.
Interestingly the study also revealed that Northerners prioritised security
above any other region, with over 45% claiming security is a key factor for
their ideal home.
Ben Brocklesby, Director at Origin, said:- "Following the opening of our
Warrington show room last year, we wanted to find out more about our customers,
and try to understand what they look for in a home.
Our findings support the popular view of the friendly Northerner: generally
preferring to live nearer family, looking to forge relationships with a greater
number of their neighbours, and appreciating strong community bonds. What is
most interesting to us, is that this is reflected in their homes, and how they
choose and use their home. We saw a greater emphasis on large communal rooms and
settings, and less desire for rooms that are enjoyed by only a few. For us
at Origin, irrespective of size or wealth, homes are extremely personal spaces:
a place that offers privacy, or, somewhere built with family and friends in

Sociable activities are high on the list of what makes a happy home; playing
board games together was mentioned by over 25%, cooking with the children was
mentioned by over 35%, and laughing a lot was suggested by more than ½ of
homeowners in the North.
Wider community is also important, with the ideal average distance from certain
amenities, notably the pub (0.97) miles, school (2.02) miles, and corner shop
(0.58) miles, all the loWest for any region.
Despite spending more time with their immediate family than any other region, at
2:21pm, per week, 25% of Northerners still think their work/home life is
unbalanced. Many blame their work, with more than 60% of these people saying
they work too much, the highest of any region.
When it comes to moving to their forever home, more than 8 out of 10 of those
living in the North say they are happy in their current home, and nearly 50% are
optimistic enough to believe they will own their forever home one day. To afford
their forever home, Northerners were most likely to buy a cheap house and do it
up, or, apart from Londoners, were the most likely to sacrifice nights out. None
said they'd put off having kids.

2nd man arrested in connection with a fatal
road traffic collision, in Liverpool
MERSEYSIDE Police
Detectives investigating a fatal road traffic collision, that happened on
Friday, 3 November 2017, on The Strand, in Liverpool City Centre, have arrested
a 2nd man in connection with the offence. The 33 year old man from Bradford was
arrested on suspicion of causing death by dangerous driving. He has been
conditionally bailed to appear at a date in December 2017.
