Domestic fly tippers face fixed penalties
NEW Year is a time when many people adopt a mantra of
'out with the old, in with the new'... But Wirral residents are
being urged to ensure they don't fall foul of the law when having a clear out of
unwanted items. Wirral Council is taking an even tougher approach to tackling
fly tipping as part of its pledge to maintain an attractive local environment
and this includes a commitment to use new powers to issue:- 'Fixed Penalty
Notices' to residents who are caught dumping small amounts of rubbish in
public areas. Whereas previously the Council would have had to prosecute
people through the Courts for these offences, they can now issue an on the spot
penalty notice of £200 to £120 if paid within 10 days; for lower level fly
tipping.
Cllr Bernie Mooney, Wirral Council Cabinet member for Environment, said:-
"Fly tipping and alleyway dumping has a really detrimental impact on
neighbourhoods. The new regulations are aimed at those who deliberately dump
small amounts of waste in the street or in alleyways and will allow officers to
deal with these offences there and then, rather than have to take them through a
lengthy and costly Court process."
The regulations do not focus on more serious levels of dumped waste or fly
tipping; existing legislation covers such activity and can carry more severe
penalties. These will continue to be prosecuted in the usual way. But smaller
amounts of dumped waste will be subject to Fixed Penalty Notices, so residents
are urged to think carefully about how they dispose of these items; it may be
they have to be taken to the tip if they do not fit in one of the household
waste bins. Cllr Mooney added:- "This is not a victimless offence.
People might consider the waste they deposit to be insignificant, but added
together these small items can blight a whole community and I believe the new
regulations will improve our ability to tackle it."

incidents reported since this date.
Since 2 October 2016, 143 bikes have been recovered, 37 warrants executed and a
total of 35 arrests have now been made.
Following the arrests, leaflets were also distributed to local residents to
encourage more information on where bikes are being stored, and to show the
successes so far.
Assistant Chief Constable Ian Critchley said:- "The groups of riders who
took to the roads in October had a complete disregard for public safety, and we
know that members of our communities are absolutely disgusted by such behaviour.
I want to send a clear message to the people riding these bikes that we will not
tolerate this type of behaviour and will continue to take positive action to
seize those bikes we believe are being used in an anti social, illegal and
dangerous way on our roads. There has been a long running and complex
investigation into numerous reports of anti social behaviour, including CCTV
footage and images and I would like to thank people who have assisted. Action is
constantly being taken behind the scenes in relation to these incidents, and we
appreciate people's patience as we thoroughly investigate each 1. These actions
are reckless and criminal and it is only through sheer luck that a member of the
public, a Police Officer or 1 of those bikers was not seriously injured. Sadly,
incidents before and since 2 October continue to show the very real dangers to
pedestrians, Officers, riders and other road users. We are determined to make
our roads safer through all our available powers, and the continued response is
thanks to information provided by our community. I would urge anyone with
information which enables us take these bikes out of circulation and make our
streets safer to keep coming forward. I would also like reassure people that we
are continually looking at innovative new approaches to tackle this problem, and
held a conference this week with key partners to discuss future plans."
Anyone with information on who is using these bikes and where they are being
stored is urged to call:- 101 or Crimestoppers anonymously on:- 0800 555 111.
